“The ‘MCAF’ information system will enable the centralised management of information on infringements, fraud and related risks, as well as ensuring the secure and efficient exchange of data between the competent authorities. The system will be compatible with relevant information systems, which will help to avoid duplication in the collection and processing of data,” states the government’s decision.
The cost of developing and implementing the system is estimated at approximately 4.9 million lei. Funding is being allocated under the Growth Plan for Moldova (for 2025–2027). The MCAF will be linked to key state registers (including the State Population Register) to enable the prompt verification of information. The draft was prepared by the Ministry of Finance.
The system will be managed by the State Inspectorate for Financial Control, and access to data will be provided via the MPass state authentication and access control service.
At national level, the State Inspectorate for Financial Control has been designated by the government as the national contact point for the protection of the European Union’s financial interests in the Republic of Moldova.
