“This is the first truly liberal reform to have been carried out in Romania for a long time. I have postponed my resignation from Parliament specifically so that this law can be passed. It is the last law I will pass in the Romanian Parliament before I leave, knowing that I have successfully seen this final project through to completion,” Năsui wrote on social media.
He believes that strong capital markets in Romania are an advantage for both Moldova and the entire region:
“A wealthy country is a country with wealthy people. And wealthy people emerge when the accumulation of capital is permitted and even encouraged. That is what CEI accounts do.”
The law provides for the creation of Savings and Investment Accounts (CEI), in which people can invest their savings for the long term, with tax breaks on investment gains. Two types of accounts are provided for: CEI-S and CEI-D, with taxation at the start and at the end of the investment period respectively.
Năsui says the bill is inspired by the American 401(k) scheme and the Swedish ISK account.
Claudiu Năsui was appointed Minister for Economic Development and Digitalisation on 26 August.
