The document sets out the framework for the development of transport infrastructure between the two countries, including the construction and operation of the Ungheni (Moldova) – Ungheni (Romania) road bridge across the Prut.
Amendments to the document, signed in 2022, are necessary to expand cooperation between the two countries, according to the Ministry of Infrastructure and Regional Development.
This involves the construction of a bridge across the Prut River and the modernisation of all relevant transport infrastructure, which will link the road network in the western part of the Republic of Moldova to the Trans-European Transport Network (TEN-T).
The project aims to establish coordinated border controls, secure further European funding and integrate the final section of the A8 motorway (Târgu Mureș – Iași – Ungheni) into the project. In the long term, this section is set to become part of the future Ungheni–Chișinău–Odessa motorway, as well as the multimodal logistics terminal in Berești.
Investment obligations of the parties
The agreement also sets out the investment obligations of the two states.
The Romanian Government will finance the construction of a bridge over the River Prut, associated infrastructure and a border crossing point on Romanian territory. In addition, Bucharest undertakes to allocate funds for the construction of approximately 4.7 km of motorway, approximately 1.1 km of access road to the Berești multimodal logistics complex and the complex itself, all located on the territory of the Republic of Moldova.
The estimated cost of these investments is approximately 56 million euros, with funding provided, amongst other sources, through the European SAFE instrument.
The Moldovan Government will finance the construction of a section of motorway between the bridge over the Prut River and the R16 national road, spanning approximately 0.5 km, with the investment in this project estimated at 5 million euros.
