The matter was discussed during a working session of the Special Parliamentary Committee on the situation of state-owned enterprises.
According to Ștefan Odagiu, chairman of “Vinăria Ialoveni” SA, the company was reportedly prevented from certifying and marketing certain batches of wine, although it maintains that it holds the necessary licences and that its stocks of distillates and finished products have been declared and subjected to laboratory testing.
The problem is said to have become more acute from 1 January 2026, when the certification process for divin was reportedly blocked. The company’s management complains that, in certain circumstances, it was required to be a member of a private producers’ association.
During the meeting, however, representatives of the Ministry of Agriculture offered a different interpretation of the situation.
They explained that, under the current legal framework, producers using the geographical indication must meet the requirements set out in the legislation, including the conditions relating to the producers’ association. At the same time, a new law is due to come into force in April 2027, which will allow producers who comply with the specifications to use the geographical indication without the mandatory requirement of membership of an association, according to the explanations provided at the meeting.
This would refer to the Association of Moldovan Divin and Brandy Producers.
However, the management of the Ialoveni Winery considers that the requirement to be a member of a private association constitutes an unjustified barrier and maintains that the geographical indications system must not become a mechanism for restricting competition.
The Ialoveni Winery also maintains that its products have won over 200 medals, including gold medals and champion titles at international competitions. The company also cited the results of tests carried out in Romania, which, according to its representatives, confirmed that its stocks of distillates and divin blends comply with European standards.
The Chair of the Special Committee suggested that the documents be submitted officially and stated that, in the event of an official refusal, the matter could be referred to a parliamentary inquiry to verify whether the authorities had complied with the applicable legal provisions and procedures.
