The transfer of assets, budgets, debts and ongoing contracts following the abolition of local councils remains one of the issues requiring clarification within the reform of local public administration.
The first energy compensation payments for November will be made in mid-December. The announcement was made by the Minister of Labour and Social Protection, Natalia Plugaru, who explained that the authorities need time to process all applications and determine the individual compensation for each household.
On Friday, 6 November, a Public Finance Forum will be held in Chișinău. The event, which has been announced, will take place under the theme ‘Trust – the new currency: co-creating public value’. The forum will bring together representatives from government bodies, development partners, the business community, civil society and academia. A separate unit, comprising four specialists, will be established within the Cyber Security Agency to deal with cyber security certification. Approximately 1.24 million lei per year is required to run this unit to cover staff salaries, excluding the compulsory contributions paid by the employer.

Total expenditure by the compulsory health insurance funds will exceed 19.4 billion lei, with hospital care receiving the largest financial allocation. At its meeting on Friday, 16 October, the Board of the National Health Insurance Company (CNAM) revised the revenue and expenditure estimates for the compulsory health insurance funds (AOAM) for the current year 2026.
The ‘Moldsilva’ Agency has total receivables of 13.8 million lei relating to the lease of forest land, of which 5.8 million lei represent historical debts accumulated between 2016 and 2023. The audit report submitted to the Public Finance Control Commission identified systemic shortcomings in the debt recovery process, including a lack of supporting documents and insufficient monitoring of cases.
