The creation of the new department is provided for in the draft Law on Cybersecurity Certification, drawn up by the Ministry of Economic Development and Digitalisation. The document aims to establish, for the first time in the Republic of Moldova, a national system for the assessment and certification of the security of ICT products, digital services and technological processes.
According to the draft, the Cyber Security Agency will be designated as the national certification authority. Its responsibilities will include developing national certification schemes, overseeing their implementation, maintaining a register of certificates, examining complaints and monitoring compliance with the established requirements.
Certification will cover ICT products, ICT services, technological processes and managed security services. Three levels of assurance are envisaged: basic, substantial and high. For the basic level, self-assessment of compliance by the manufacturer or supplier will be permitted.
A separate chapter is devoted to the recognition in the Republic of Moldova of European cybersecurity certificates. This mechanism will prevent the duplication of conformity assessment procedures and facilitate access for manufacturers and providers of digital services from the Republic of Moldova to the European Union market.
