Moldova is preparing a risk assessment report for the EU Civil Protection Mechanism

Moldova’s General Inspectorate for Emergency Situations (IGSU) is continuing to prepare a national report on the assessment of natural disaster risks, which the country is required to submit to the EU Civil Protection Mechanism. As part of this work, Moldovan specialists discussed the quality of the document and mechanisms for inter-agency cooperation with Swedish experts during a workshop held in Chișinău.

The event formed part of the ‘Strengthening Security Sector Governance in Moldova’ project for 2023–2028, carried out in partnership with the Swedish Civil Contingencies Agency (MCF) and the Geneva Centre for Security Sector Governance (DCAF).

The workshop was attended by representatives from the IGSU, the National Agency for the Regulation of Nuclear and Radiological Activities, the state institution ‘Apele Moldovei Administration’, the National Crisis Management Centre, the Ministry of Agriculture and Food Industry, the National Technical Inspection Authority, the Ministry of the Environment and the National Public Health Agency.

For Moldova, the preparation of such a document is linked to its participation in the EU Civil Protection Mechanism (UCPM). As a participating state in the mechanism, the country is required to submit reports on the national risk assessment for natural disasters once every three years. Coordination of this process is entrusted to the IGSU.

At the recent workshop, IGSU experts received recommendations on revising and improving the draft national report, including aspects relating to the document’s quality assurance. Participants also discussed practical mechanisms for cooperation between the government agencies involved in the risk assessment.

Sweden shared its experience of risk assessment

Swedish experts presented a model for organising the process in their country, including the distribution of roles and responsibilities among key government bodies.

The event followed on from a seminar held in February 2026. On that occasion, the Swedish side presented the MCF’s experience in preparing and submitting national reports on natural disaster risk assessment within the framework of the EU Civil Protection Mechanism.

For Moldova, inter-agency coordination is crucial, as the assessment process involves agencies responsible for various potential sources of risk – ranging from emergencies and water resources to agriculture, the environment, technical supervision, nuclear and radiological safety, and public health.

According to the IGSU, cooperation with Sweden and the DCAF should contribute to the development of a national system for identifying, assessing and managing risks, as well as strengthening coordination between government bodies responsible for civil protection and emergency response.
