The Ministry of Defence is seeking a private partner to build staff accommodation

The Ministry of Defence has announced a selection procedure for a private partner to implement a public-private partnership project in the municipality of Bălți. The selection will be carried out through a competitive dialogue. The Public Property Agency is ensuring the transparency of the procedure by publishing information about the project.

The project involves the construction of staff accommodation and social and cultural facilities on a plot of land measuring 0.9221 hectares, located at 10 A. Lepușneanu Street, in Bălți.

Preliminary proposals may be submitted within 60 calendar days from the date of publication of the notice in the ‘Official Gazette’ of the Republic of Moldova. The notice was published on 4 September 2026.

The fee for participating in the procedure is 10,000 lei. The private partner will be selected on the basis of the ‘most economically advantageous tender’.

The standard documentation for pre-qualification can be obtained from the Ministry of Defence, at the Directorate for Real Estate Management.

It should be noted that in June 2026, the government approved the feasibility study for this public-private partnership project. The total investment was estimated at 16.07 million euros. The project involves the construction of 24 service flats for the families of military personnel stationed at the Bălți garrison. Of the total amount, €15.64 million is allocated to construction works, whilst the value of the land plot is estimated at €430,000. All construction-related costs are to be fully covered by the private partner, whilst the Ministry of Defence is providing a 0.92-hectare plot of land at 10 A. Lepușneanu Street.
