Operators engaged in the production or processing of non-ferrous metals will be required to take these requirements into account when applying for an integrated environmental permit. The Environment Agency will apply the BAT findings when setting the operating conditions for the relevant installations.
The new rules will apply to activities such as the production of copper, aluminium, lead, zinc, cadmium, nickel and cobalt, as well as the production of ferroalloys, precious metals, carbon and graphite. The requirements will apply to both primary and secondary production, as well as to certain processing activities.
According to the Ministry of the Environment, the aim of the new requirements is to reduce industrial pollution and emissions into the air, water and soil. In addition, the measures are intended to reduce consumption of water, raw materials and energy, minimise the volume of waste generated and lower the risk of accidents that could adversely affect the environment.
The introduction of BAT standards may entail additional costs for economic operators, who will have to implement the necessary technologies to comply with environmental requirements.
The draft was put out for public consultation between 13 and 24 July 2026. The document must now undergo further coordination and approval procedures.
