According to the document, a total of 269 legislative amendments are planned to be adopted between 2026 and 2027 to regulate each sector and type of service specifically.
It should be noted that the Law on the Freedom of Establishment of Service Providers and the Freedom to Provide Services transposes the EU Directive on Services in the Internal Market into Moldovan law and establishes a regulatory framework for the reassessment of the entire system of authorisation procedures and the alignment of service authorisation requirements in Moldova with those of EU Member States.
This will result in entrepreneurs having greater access to the EU market on the same terms as all other EU entrepreneurs.
The planned measures will have a direct impact on the small and medium-sized enterprise (SME) sector – ranging from the services of legal and tax advisers, accountants and auditors to those of surveyors, distributors and craftspeople.
Meanwhile, the review of sector-specific legislation is intended to remove disproportionate administrative requirements and reduce the burden on the sector. As a result, the authors expect service providers’ costs to fall, thereby granting them broader market access, including cross-border access.
