Teachers and doctors are being offered pay raises funded by banks

Mariana Durleșteanu, former Minister of Finance of the Republic of Moldova and former ambassador to the United Kingdom, has appealed to the new Prime Minister, Vasile Tofan, to raise the salaries of teachers and doctors.

In her view, a solution can be found “in the context of financial solidarity.” Specifically, by introducing a special 2% tax on the turnover of commercial banks in Moldova. There is a precedent—a similar tax was introduced in Romania at a rate of 4%.

“Today, banks are taxed under the general regime—the income tax. This profit is generated through the purchase of VMS and (inflated) fees charged to customers, minus lending to the business sector. Mr. Tofan, you are undoubtedly familiar with the structure of assets in the banking system and which services contribute to their growth. The banking system’s annual revenue amounts to about 17–20 billion lei,” Durleșteanu wrote on social media.

She emphasized: “Here’s a solution instead of raising the VAT on gas and medicines, which would affect the cost of living.”

In the comments, many supported the proposal, noting in passing that banks have recently raised fees and introduced additional charges for services they previously provided for free.

As a reminder, NBM President Anca Dragu recently stated that about 95% of banking assets in Moldova are managed by European investors.
