An investor and advocate of radical reforms, Tofan is a staunch supporter of European integration. A graduate of Harvard Business School, the 44-year-old financier works at Horizon Capital—an investment fund with $1.6 billion in assets that carries out projects in Ukraine and Moldova.
Tofan has participated in several major deals on the Moldovan market. He served on the supervisory board of MAIB, invested in the Purcari Wineries group, and was involved in projects with the Glass Container Company.
His nomination was predictable. A year ago, even before Alexandru Munteanu was appointed prime minister, the ruling PAS party had offered Tofan the position of head of government. At that time, the investor declined, as he could not abandon his business projects in 22 companies. The second time his candidacy was put forward, it was not at the initiative of PAS, but by decision of Maia Sandu.
