
The document defines the procedure for recognizing and paying social rights to citizens who worked or resided in one of the two states. The agreement applies to salaried employees, self-employed persons, seconded employees, crew members of sea and air vessels, as well as personnel of diplomatic missions and consulates.
On the basis of this agreement, citizens will be able to receive:
– retirement pension;
– disability pension;
– survivor’s pension;
– compensation in connection with accidents at work or occupational diseases;
– burial allowance.
The basic principle of the document is that each state will pay a part of the pension corresponding to the period of work on its territory. Thus, if a person worked both in the Republic of Moldova and Ukraine, he/she will be able to receive a pension from both states in proportion to the years of insurance experience.
According to the Moldovan Foreign Ministry, more than 24,000 Moldovan citizens are officially registered in Ukraine, of which more than 21,000 have permanent residence permits.
We shall remind you that the Agreement between Moldova and Ukraine in the field of social security was signed on March 19, 2026 in Chisinau on the margins of the High-Level Conference on Social Rights “European Social Charter”. For the document to enter into force, it must be approved by the government, after which the agreement will have to be ratified by parliament.
