The draft government resolution provides for the creation of a centralised digital infrastructure for the collection, storage and management of information on fraud, infringements and suspected fraud affecting the financial interests of the state and the European Union.
According to the explanatory note, the need to create the system stems from the lack of a unified digital infrastructure for documenting and investigating cases of fraud. This leads to delays in the preparation of reports and limits coordination between the responsible agencies.
SIA MCAF will enable the management of data and access to it, the generation of reports and the monitoring of identified discrepancies. The system will store information on every report, indicator of a breach and/or suspicion of fraud, thereby ensuring their traceability.
The system will be integrated with a number of government information systems and registers, including the State Population Register, the State Register of Legal Entities, the MConnect platform, and the MPass, MSign, MNotify, MLog, MPower and MPay services, as well as the State Register of Inspections.
The system will be developed by the Ministry of Finance, the State Financial Control Inspectorate and the State Agency ‘Centre for Information Technology in Finance’.
