Moldova unveils new wine industry strategy through 2030

Moldovan winemaking: a new vision until 2030

The strategic concept for the development of the wine sector for 2026-2030 was approved by the MAIA Ministry of Agriculture and Food Industry.

“The Strategy is a reference document defining the directions of modernization, consolidation and new positioning of the wine sector of the Republic of Moldova. The document aims at increasing the competitiveness and sustainability of the sector through an integrated approach along the entire value chain. It establishes a systemic framework for state intervention to capitalize on the potential of the wine sector in the context of current economic and climatic challenges, as well as transformations in the world wine market,” MAIA said.

Thewine sector remains strategically important to the national economy, contributing about 16% to the domestic agricultural product (VA) and generating exports totaling $234.7 million (2024). At the same time, the sector provides about 150 thousand jobs and is an important pillar of Moldova’s image in the international arena.

The 2030 Strategy of the sector defines the following priorities for its sustainable development:

  • modernization and restructuring of the raw material base in accordance with market requirements;
  • increasing the added value through the development of wines with protected geographical indication and protected appellation of origin;
  • support and promotion of local varieties as a distinctive element in foreign markets;
  • developing the domestic market and encouraging responsible consumption of quality products;
  • expanding exports and access to high-margin market segments;
  • promotion of sustainable practices and innovations in viticulture and winemaking.

Exporting image, importing tourists

The strategy emphasizes the strengthening of public-private partnerships, which are considered essential to increase competitiveness and exploit development opportunities in the sector.

The approved document also contains a vision of global competitiveness. Given that about 85% of Moldovan wine is exported, the document emphasizes the need to diversify markets and reposition products in premium segments in order to increase the value of exports and strengthen the country’s brand.

At the same time, the vision emphasizes the role of wine as an element of identity and tourism, an integral part of the cultural heritage of the Republic of Moldova, with significant potential for economic development and international promotion.

The implementation of the concept will be coordinated by the MAIA Ministry of Agriculture and Food Industry in collaboration with the National Office of Grape and Wine, private sector representatives and development partners.
