Rules for Providing Government Assistance for Employee Training Have Been Approved

Government assistance will encourage employers to provide vocational training for their employees. Whether allocated by the government on a one-time basis or as part of a government assistance program, any amount exceeding 3 million euros will be subject to a general review by the Competition Council.

Effective January 1, 2027, the Competition Council will apply specific rules to assess the compliance of state aid provided to employers to support vocational training. The relevant regulation setting out the criteria for such an assessment has been published and has entered into force.

It will apply to any aid scheme or any individual training aid that, if exceeding 3 million euros, must be assessed in accordance with the State Aid Act.

According to the document, eligible expenses for a training aid project include costs for training instructors and operational expenses for trainees, such as travel, lodging, materials and supplies, depreciation of tools and equipment, etc.

At the same time, the training aid intensity must not exceed 50% of these expenses. In certain cases, this rate may be increased to a maximum intensity of 70%.

For example, it may be 10 percentage points higher if the training is intended for workers with disabilities or disadvantaged individuals.
