Moldova is launching an aid program for other countries

Moldova will provide other countries with expert assistance, funding, and humanitarian aid, in accordance with the draft multi-year Strategic Program for International Cooperation on Development and Humanitarian Aid for 2027–2030.

According to the document, the geographic priorities have been identified taking into account geographic and political proximity, Moldova’s strategic interests, opportunities to share national expertise, alignment with European Union policies and instruments, as well as the needs of partner countries.

Geographic Priorities

Eastern Europe and the South Caucasus are identified as the top priorities. Moldova plans to contribute to strengthening the resilience of state institutions and local communities, developing public administration capacity, emergency management and civil protection, support for reforms and reconstruction, as well as the exchange of experience in the areas of European integration, reform implementation, and the harmonization of legislation with EU standards.

Southeast Europe will be an additional priority. Cooperation will be primarily technical and institutional in nature and will cover public administration reform, European integration, cybersecurity, and countering disinformation.

In Central Asia, Moldova plans to implement selective projects in areas such as public administration, e-government, public finance management, migration, and human capital development.

The Middle East and North Africa are viewed as a new area of cooperation. Moldova’s engagement in this region will develop gradually, primarily through multilateral mechanisms and individual projects.

In sub-Saharan Africa, Moldova intends to adhere primarily to a multilateral and indirect format of cooperation, including through international organizations.

The program also provides for strengthening cooperation with the UN, UNDP, UNICEF, UNHCR, the International Organization for Migration, and other international organizations—taking into account Moldova’s foreign policy priorities and available resources.

Budget

A total of 7 million lei from the state budget is allocated for the implementation of the program in 2027–2030, including 1 million lei in 2027. The funds will be allocated to technical cooperation projects, grants, voluntary contributions to international organizations, and humanitarian operations—depending on approved priorities and available funding.

The final decision on the program’s approval will be made by the government.
