This international programme has been launched by the European Union and the United Nations Development Programme (UNDP); applications are being accepted until 13 November 2026.
The Innovative Financing Initiative (IFC) is aimed at local authorities in the Republic of Moldova, Armenia, North Macedonia and Ukraine. Under this programme, selected localities will receive both financial support and technical assistance in developing and implementing financing mechanisms.
Local authorities may choose one or more of the six mechanisms set out in the programme’s catalogue: revolving funds, municipal bonds, community land funds, community co-financing platforms, management and enhancement of municipal assets, or improvements to property tax collection.
Solutions must address a specific challenge facing the community. This may relate to local revenue, access to finance, attracting private investment, citizen participation or the administration’s ability to attract investment. The proposed mechanisms do not necessarily have to generate revenue, but they must contribute to removing barriers to local development.
Each selected local authority will be eligible for financial support of up to $20,000, as well as technical assistance tailored to its needs.
In turn, the local authorities themselves will be required to contribute at least 10 per cent of the funding received. This contribution may be either financial or in kind.
The selected projects must be implemented between January and November 2027.
