The regulations were drawn up by the Agency for Geodesy, Cartography and Cadastre and are intended to implement the Law on the Activities of Estate Agents, which provides for the introduction of professional certification.

According to the draft, the certificate will be issued by the AGCC for a period of five years, free of charge, via the Information System for the Management and Issuance of Authorisation Documents (SIA GEAP). The document will include a QR code to verify its authenticity. The entire procedure will be digitised. Applications will be submitted exclusively online, via the EVO government portal, using a qualified electronic signature.

Requirements for obtaining the certificate

To obtain the certificate, applicants will need to submit their academic qualifications, a certificate of professional competence and a criminal record check or a sworn statement. Higher education qualifications, regardless of field, as well as technical vocational qualifications at levels 4 and 5, will be accepted.

The draft also sets out the conditions under which the certificate may be suspended for up to six months or withdrawn. A written warning is provided for minor breaches. Furthermore, estate agents will be required to undertake continuing professional development programmes in order to renew their certificate.

The document is due to be approved by the Government and will come into force on 23 January 2027.

We would like to remind you that, on 26 March 2026, Parliament adopted, at second reading, the law regulating the activities of estate agents. The legislation provides for the compulsory certification of specialists, the conclusion of written contracts with clients, and a ban on hidden commissions and misleading advertising.

The first ‘Estate Agent’ professional training programme was launched by the Technical University of Moldova, through its Centre for Continuing Education.
