The ODA’s report emphasises that the results confirm the role of guarantee mechanisms in facilitating access to finance for small and medium-sized enterprises, particularly for companies that do not have sufficient collateral of their own to secure bank loans. Over the first nine months of the year, companies received loans totalling 1.27 billion lei, thanks to support from the Credit Guarantee Fund managed by the ODA.
Guarantee schemes are in high demand among businesses
As noted by ODA, between January and September 2026, business financing – predominantly for small and medium-sized enterprises – was provided through two mechanisms:
– Individual guarantees. Under this procedure, 363 financial guarantees were issued totalling approximately 458 million lei, which facilitated the granting of loans amounting to approximately 1.15 billion lei and supported investments totalling approximately 1.67 billion lei.
– Loan portfolio guarantees. Through this mechanism, guarantees totalling approximately 81 million lei were provided, facilitating financing of 117 million lei and supporting investments of approximately 140 million lei.
The beneficiary companies operate in various sectors of the economy. Trade accounts for around 33 per cent, followed by agriculture at approximately 29 per cent. Other beneficiary sectors include manufacturing, construction, transport and storage.
The funded projects are aimed at modernising production processes, expanding production capacity and enhancing the competitiveness of enterprises.
“Access to finance remains a major challenge for small and medium-sized enterprises, particularly when they lack sufficient collateral to secure bank loans. Through the Credit Guarantee Fund, the Regional State Administration facilitates entrepreneurs’ access to financial resources for investment and business development. “Our priority is to improve the effectiveness of these instruments, simplify access to them and increase the number of enterprises that can benefit from financial guarantees,” commented Vadim Kodryanu, Director of the Regional State Administration, on the results of the first nine months of the year.
