Ukraine has met Hungary’s requirements for the opening of the second and third clusters of negotiations with the EU

On 12 October, the Verkhovna Rada of Ukraine adopted amendments to the Education Act in two readings in one go, designed to secure Hungary’s consent to the opening of the second and third negotiation clusters on Ukraine’s accession to the European Union.

According to “European Truth”, 273 MPs voted in favour of Bill No. 16119 at first reading, and 266 at second reading. The bill was immediately referred to the Speaker of the Rada for urgent signing and then forwarded to the President for his signature.

The urgency stems from the fact that the Committee of Permanent Representatives of the EU Member States (Coreper) had previously announced its readiness to agree, on 12 October, on the European Union’s negotiating positions regarding the opening of the second and third clusters in the negotiations with Ukraine. However, this will be conditional upon the Verkhovna Rada adopting amendments concerning the rights of national minorities in the field of education, as demanded by Hungary.

As reported by ‘EP’, on 1 October a corresponding bill on education in the languages of national minorities was tabled in the Verkhovna Rada; its approval was a condition for lifting Hungary’s veto on unblocking the two clusters in the negotiations.
