According to the explanatory memorandum, the new unit will be responsible for the use of unmanned aerial systems in emergency prevention and monitoring missions, as well as in response and rescue operations.

The need to establish this service stems from the growing use of drones in managing fires, floods and landslides, as well as in search and rescue operations.

The unit’s responsibilities will include the operation and maintenance of unmanned systems, the development of the IGSU’s capabilities in this field, the training and certification of personnel, compliance with aviation safety standards, and the integration of the data obtained into the operational decision-making process.

The project also provides for the creation of a separate unit for information technology and communications.

At the same time, the ‘Ștefan cel Mare’ Academy, which reports to the Ministry of Internal Affairs, will absorb the IGSU’s Republican Training Centre. The reorganisation aims to standardise training processes, eliminate duplication in training programmes and make more efficient use of human, financial and logistical resources. It will also create the conditions for the development, within the Academy, of higher education programmes in the field of emergency response.

At present, the need for specialists with higher education in this field is partially met by sending candidates to study at the ‘Alexandru Ioan Cuza’ Police Academy in Bucharest. According to the Ministry of Internal Affairs, the majority of graduates do not subsequently return to work within the internal affairs system of the Republic of Moldova.
