One in three pupils has been subjected to cyberbullying. The Ministry of Education proposes preventative measures starting from nursery school

One in four pupils say they have been hit or shoved by classmates, and around one in three have been subjected to online harassment, according to this year’s School Barometer. The Ministry of Education and Research (MEC) is proposing to extend measures to prevent and manage cases of violence, bullying and cyberbullying, including at the early years education level.

These provisions are included in the Sectoral Action Plan on the prevention and management of cases of violence, bullying and cyberbullying in the educational environment for the period 2026–2030, which is currently subject to public consultation.

“According to the school barometer, we found that online, approximately one in three pupils has been exposed to cyberbullying and online harassment. It is in this context that we considered it very important to regulate this process from an early age, starting in nursery – when it comes to prevention. Because prevention begins at an early stage. Following recommendations from our partners, we have included this area of prevention directly from the early years and have extended the plan’s measures to include the technical and vocational sector as well,” said Inga Grosu, head of the Inclusive Education and Child Protection Policy Service at the Ministry of Education and Culture (MEC).

The Ministry of Education and Culture intends to repeat the School Barometer in 2027 to assess the progress made in preventing and combating violence in the educational environment.

According to the Ministry, “a child exposed to humiliation, intimidation or exclusion needs adults who recognise the situation and intervene in good time”.
