According to a decree issued by the President of Moldova, Mitsu will simultaneously serve as ambassador to Serbia and Montenegro, while maintaining his residence in Bucharest. He is a career diplomat with more than 20 years of experience in international relations.
Since 2022, he has served as secretary general of the Ministry of Foreign Affairs, and in January 2026, he was appointed Moldova’s ambassador to Romania.
Previously, Moldova has been expanding the practice of “multi-post ambassadors”, with Moldova set to appoint ambassadors to countries in Africa and Latin America. The diplomats will work from Chisinau and periodically visit countries where bilateral relations need to be developed.
As Foreign Minister Mihai Popșoi explained, Moldova lacks the resources to open diplomatic missions in various countries around the world. Therefore, the practice of “multi-post ambassadors”—who are responsible for several countries at once or even entire continents—is being introduced.
At the same time, the minister noted that virtually all of Central Asia remains uncovered.
Moldova currently has 44 missions abroad (embassies, permanent missions to international organizations, and consulates), which ensure the protection of citizens’ rights and maintain intergovernmental relations.
