Moldova and Sweden Are Establishing Reciprocal Guarantees for Investors

The government approved a draft resolution on the opening of negotiations on an agreement between Moldova and Sweden on the mutual promotion and protection of investments.

According to Natalia Selevestru, State Secretary of the Ministry of Economic Development and Digitalization, the agreement provides for non-discriminatory treatment of investors, protection against expropriation, and mechanisms for resolving investment disputes.

At the same time, the document reserves the right for the state to regulate matters of public interest, including public health, environmental protection, labor protection, and combating climate change.

The negotiating delegation will consist of representatives from the Ministry of Economic Development and Digitalization and the Ministry of Foreign Affairs. The agreement will automatically terminate upon the Republic of Moldova’s accession to the European Union.

Prime Minister Vasile Tofan noted that such agreements are important for attracting foreign investment.

“It is important to have as many such agreements as possible, because then there is certainty: if something happens, investors will have the opportunity to seek arbitration. That is precisely why this is important. We want more Swedish investment in Moldova.”

Once negotiations are complete, the final text of the agreement must undergo the approval procedures required by law.
