Moldova to launch public sector pay reform on January 1, 2027

The compensation reform will take effect on January 1, 2027

The reform of public sector pay, which the authorities had planned for September 2026, has been postponed to January 1, 2027. The government intends to approve the draft in October and submit it to parliament.

As a reminder, under the new proposal, the base salary must account for at least 70%, while the variable portion must not exceed 30%. The government intends to include a monthly allowance of 1,300 lei and a significant portion of the current allowances in the base salary, while simultaneously narrowing the gap between the lowest and highest salaries. Currently, the ratio is 1:15; they want to reduce it to 1:10.5.

It is planned that, starting January 1, 2027, the size of the increase will vary depending on the sector and category of employees. In some cases, the salary increase may exceed 30%.

The performance-based bonus cannot exceed 4% of the base salary, and the bonus fund will be reduced from 5% to 2% of the annual base salary fund.

As Logos Press previously reported, public sector employees earning less than 20,000 lei will receive one-time payments in October. Depending on their category, these payments will range from 2,000 to 4,000 lei. The amount of funds allocated in the budget for these purposes will total 560 million lei.
