Budget allocations for sports federations have been determined

The Ministry of Education and Research has provided details on a new funding mechanism for national sports federations. The published draft specifies exactly how the funds will be allocated.

The amount of funding will depend not only on international results, but also on the specific nature of the sport, training costs, the federation’s activities, and the number of registered athletes.

The main change is that federations will be divided into six categories, depending on the level and type of sport they develop.

The largest share of the fund—44%—is allocated to Category C1. This category includes the most developed Olympic and Paralympic sports with a broad athlete base and high potential for international success.

C2: 10% of the fund—Olympic and Paralympic sports with individual acyclic disciplines, that is, sports where movements do not repeat in a constant cycle.

C3: 7%—Olympic and Paralympic sports with individual cyclic disciplines based on repetitive movements.

C4: 10%—Olympic and Paralympic sports competitions.

C5: 6%—sports not included in the Olympic or Paralympic program but recognized by the International Olympic Committee.

C6: 3%—sports not recognized by the IOC but developed by international federations that are part of structures recognized by the IOC.

An additional 20% of the fund will consist of supplementary funding to be administered by the relevant central authority.

The highest category will require consistent results

Separate requirements have been established for category C1. The federation must have an athlete who placed 1st–5th at one of the last two Olympic or Paralympic Games, as well as a senior athlete who achieved a result at the World or European Championships during the last Olympic cycle. In addition, the federation must hold annual national championships for all age categories specified by international rules.

The category may also be reviewed: if a federation ceases to meet the established requirements, the relevant government agency may suspend its classification or remove it from the corresponding category.

As Logos Press previously reported, the need to change the governance system stems from the fact that the current formula is largely focused on international achievements. As a result, federations with a small number of athletes but strong athletic results may receive significant funding from the budget.
