Initiatives can be registered through the e-Democrație platform or submitted to government agencies electronically or in paper form. At least 10,000 signatures will be required for a national initiative to be considered, while the thresholds for local initiatives will depend on the size of the community. The author will be able to set the campaign duration—from one to six months.
The bill also provides for the mandatory posting of public consultations on legislative initiatives on the particip.gov.md platform, as well as the possibility of holding citizens’ assemblies and national dialogues.
The new provisions will take effect on January 1, 2027, and the citizens’ initiative mechanism will begin to be applied on January 1, 2028.
The issue of lowering the voting age for youth participation in political life has already been raised by Moldovan politicians. In particular, it was proposed to grant the right to vote to citizens aged 16 and older in order to more actively involve young people in the country’s public and political life.
