According to the agency, the program is aimed at reforming and reorganizing district and municipal education departments. On Tuesday, May 26, the authorities will provide detailed information on the goals of the reform and how exactly it will be implemented at the local level.
At present, the education departments are structures of the second level of local public administration – district and municipal councils. According to Minister Dan Percun’s statements, the reform of the education departments envisages the transfer of schools to the ministry’s subordination.
Restart reform in the social sphere
A similar reform, also called Restart, was launched in 2023 by the Ministry of Labor and Social Protection and was aimed at reorganizing the social assistance system. Within its framework, territorial social assistance agencies were created, which took over some of the powers of local authorities. The government argued that the reform was necessary because of systemic problems, including unequal access to social services and low efficiency of the measures taken.
The reform attracted criticism from some representatives of local public administration authorities, who accused the authorities of centralizing powers and infringing on local autonomy.
The chairperson of the Parliamentary Commission for Public Administration and Regional Development, Liliana Iaconi, recently said in an interview with Logos Press that the centralization of social assistance has created certain inconveniences for citizens. “The chairman of the district, the mayor, the councilors know better than anyone what is happening in their locality. Now they find themselves outside this process,” the MP noted.
