
The majority of uninsured persons (more than 136 thousand) were owners of agricultural land, for whom a reduced insurance premium of 1,264 lei was established. The audit also revealed difficulties in the process of registration, identification and notification of persons obliged to self-insure.
According to the data presented, the National Health Insurance Company last year sent 4,818 notifications informing people about the need to buy a fixed amount of insurance. The Court of Accounts noted the low level of notifications compared to the number of “medically obliged” (142,367) and the lack of other measures “to hold this category of taxpayers accountable.”
“These situations emphasize the need to strengthen measures to inform citizens and increase the coverage of compulsory health insurance,” the audit report says.
As for the unemployed insured by the state, the audit shows that they made up the largest category of beneficiaries – about 1.5 million people. For this category, the state transferred about 7.2 billion lei to the health insurance funds, accounting for 41% of the funds’ total income.
At the same time, state-insured persons received medical services worth more than 9 billion lei, which is about 1.9 billion lei more than the amount of transfers from the state budget.
At the end of 2025, the revenues of the MHI funds totaled 17,494 million lei, while the expenditures amounted to 17,397 million lei. The main source of income for insurance medicine was the employed persons, who brought 9,492 million lei, which is 54% of the total income of the fund.
In 2025, about 759 thousand people paid compulsory health insurance premiums in the form of interest contribution, which is 19 thousand more than in the previous year.
