
The total cost of implementing social integration measures over five years is estimated at 750.5 million lei. Of this amount, 328.6 million lei is expected to be funded from the state budget, with another 421.9 million lei coming from external sources. The program’s partners include various UN agencies, the World Health Organization, and the Soros Foundation.
According to data cited in the government’s statement, there are 164,682 people with disabilities in Moldova. Of these, 28,278 have a severe disability, 90,171 have a significant disability, and 46,233 have a moderate disability.
The proportion of people with disabilities in the country’s population has risen from 6.3% in 2017 to 6.9% in 2025. Among children, this figure has increased from 1.71% to 2.7%.
The government believes that this trend underscores the need to develop a support system and social integration measures.
The program will expand the network of social services
One of the program’s key priorities will be to revise the system for determining the degree of disability. The assessment will place greater emphasis on a person’s functional abilities and needs, while also simplifying the relevant procedures for service recipients.
Access to social services aimed at preventing institutionalization and supporting people in the community is planned to increase by 30%. The program calls for the opening of 12 day centers, the creation of 40 community-based social services, and six early intervention centers.
A separate focus area concerns deinstitutionalization and support for independent living. Over the course of the program, 300 people are expected to transition from residential facilities to community-based living.
To achieve this, 142 additional social services will be established, including 78 supported housing units, 22 community homes, and 42 host-family services.
The network of supported housing is planned to be expanded from 29 to 107 facilities, and the number of community homes from 19 to 41. In addition, five temporary residential facilities will be reorganized to meet the care and support needs of service recipients.
“Disability reforms place people with disabilities and their right to a dignified and independent life at the center. As part of the National Program for 2026–2030, we will expand community-based services, accelerate deinstitutionalization, and strengthen support for families,” said Minister of Labor and Social Protection Natalia Plugaru.
Additional Resources for Rehabilitation and Accessibility
The program provides for the development of integrated and personalized rehabilitation, as well as the adaptation of medical services to the needs of people with disabilities.
By 2030, the plan is to develop and implement three medical rehabilitation programs that will benefit approximately 5,000 people. More than 17,000 people are expected to gain access to assistive devices and aids.
The infrastructure of 15 healthcare facilities will be adapted to improve accessibility. At the same time, there are plans to train 500 doctors and 1,000 nurses annually in providing services that take into account the needs of people with disabilities.
About 100 additional public buildings and social infrastructure facilities are set to become more accessible. Accessibility requirements will be applied to new construction projects, and there are plans to develop the “E-Accesibilitate” digital registry.
