
The National Bank provides these figures, noting that insurance brokers lead the way in attracting funds to the insurance industry, accounting for about 78% of all brokerage transactions. Bank agents (bancassurance) account for 12.1% of the total market, while insurance agents account for 10.4%.
The intermediaries’ commission, which is factored into the policy price to cover their expenses and profit margin, often ranges from 20% to 22%, depending on the type of insurance. For example, in mandatory auto liability insurance (OSAGO), this is a regulated figure and is a subject of debate.
Intermediaries earn, on average, about 21% of the total value of policies sold. In the first quarter, according to the NBM, commissions totaled 158.4 million lei, which is 0.5% less than in the same period of 2025.
Of this amount, intermediaries earned commissions from brokering insurance contracts—157.4 million lei—and from assisting consumers in settling insurance claims—a total of 1 million lei.
According to reports, in the first quarter of 2026, insurance intermediaries concluded 248,400 insurance contracts (58.4% of the total number of contracts concluded in the market). At the same time, the amount of insurance premiums written through intermediaries totaled 489.0 million lei, representing approximately 59.6% of the total gross insurance premiums (820.2 million lei).
As of the end of March 2026, there was an increase in the value of premiums collected through intermediaries of approximately 1.6%, or 7.6 million lei, compared to the same period in 2025.
New regulations require brokers to be completely transparent about their commissions and eliminate hidden conflicts of interest. Clients must clearly understand exactly how much the broker earns from their policy.
The growth in online sales is forcing brokerage networks to invest a significant portion of their commissions in the development of digital platforms and rapid data processing, which is reducing their net profit margins compared to previous years.
