700 Moldovan Farmers Refinance Loans Worth Nearly 600 Million Lei

Farmers were refinanced through external loans and, to a lesser extent, grants

Debts totaling approximately 600 million lei were refinanced under an external assistance program. The funds were provided by the Agricultural Credit Fund (FCA) from March through July 2026. A total of 700 farms received loans. The grant component associated with the loans provided to farmers amounted to 61.02 million lei.

This is reported by the sectoral ministry, which is involved in providing assistance to farmers in collaboration with the Ministry of Finance and the agency that manages foreign aid programs. The FCA program provides refinancing funds in Moldovan lei at a fixed annual interest rate of 5.1%.

The refinancing program covers all regions, and according to the ministry’s calculations, “the financial benefit from these resources, compared to average interest rates in the banking sector, averaged 6.87 percentage points.”

Starting in April 2026, a new component called “Independent Agricultural Working Capital” is available under the FCA program. It provides financing for the current needs of agricultural enterprises to sustain their production processes, with a maximum funding amount of 500,000 lei per beneficiary. As of the end of July 2026, 98 enterprises had received financing under this component for a total of 37.53 million lei.

Refinancing Statistics

The Ministry also provides general information on the availability of funds under this program.

Of the total allocated resources, 65.72% were directed toward traditional agriculture, where the grant share is 5%; 10.28% went to sustainable agriculture, supported by a 15% grant; 17.71% to post-harvest processing of agricultural products, where the grant share is 30%, and 6.29% to independent agricultural working capital without grants.

Of the total number of approved projects, 450 are for equipment used in traditional agriculture, 82 are for sustainable agriculture, 70 are for post-harvest processing of agricultural products, and 98 are for independent replenishment of working capital in agriculture.

The regional distribution of projects confirms a higher share of refinancing in the north of the country, where 333 projects were funded, accounting for 47.57% of the total. In the central region, 241 projects were supported, accounting for 34.43%, and in the south, 126 projects were supported, accounting for 18.00%.

To continue funding relevant projects in 2026, the FCA program has 80.56 million lei available in the form of loans and 22.98 million lei in the form of grants linked to loans provided to final beneficiaries.
