The exchange of information on freight transportation will be moved online

Moldova will establish a national electronic system for the exchange of information on freight transport—eFTI.

The new system brings the Republic of Moldova’s legislation into line with EU requirements and establishes uniform conditions for the online transmission, receipt, and processing of freight transport data. At the same time, the system must be compatible with European platforms, which will allow data to be transmitted for international shipments without the need for re-entry or manual conversion.

Carriers will be granted the right to transmit the information required by law via eFTI platforms, and the competent authorities will be required to accept it in electronic form. Government agencies will access this information through the MConnect government platform.

Provisions are also made for automatic data verification, transaction logging, access traceability, and information storage for subsequent monitoring and auditing. Certification of eFTI platforms and providers of related services will be the responsibility of the Cybersecurity Agency.

Implementing the system may require carriers to incur costs for purchasing or using a certified eFTI platform. The draft does not provide for a free government platform.

At the same time, the drafters expect that the transition to electronic data exchange will reduce the volume of paper documents, the number of errors, and the time required to submit and verify information.
