One of the key measures is to procure natural gas from multiple sources and ensure its transportation via various supply routes. This measure will be implemented on an ongoing basis by natural gas supply licensees in order to mitigate risks related to security of supply.
The planned diversification involves expanding the list of import sources and utilizing multiple entry points and routes into the gas transmission system. This will reduce dependence on a single supplier or a single transportation route, increase flexibility in gas procurement, and ensure stable supplies to consumers during the cold season.
As part of preparations for the 2026–2027 heating season, the creation of necessary natural gas reserves is also planned. Energocom JSC must establish natural gas security reserves by October 1, 2026, while natural gas supply license holders operating in the retail market are required to build up reserves in accordance with established storage requirements by November 1, 2026.
In addition, Vestmoldtransgaz LLC will provide natural gas market participants with the opportunity to use gas storage services within the pipeline system to balance supplies. This measure will be implemented within the limits of available technical capabilities and is aimed at increasing the flexibility of the natural gas market in accordance with the requirements of the National Energy Regulatory Agency (ANRE).
The preparedness plan also includes measures for managing potential emergencies in the natural gas sector. By October 15, 2026, system operators must update and publish on their websites a list of protected and interruptible customers in accordance with the Emergency Action Plan for the Natural Gas Sector.
Natural Gas Supply tothe Left Bank
The plan devotes special attention to ensuring natural gas supplies to the left bank of the Dniester. By September 15, 2026, the Ministry of Energy and the Bureau for Reintegration must propose an organization responsible for supplying natural gas to the region, effective January 1, 2027.
Once the responsible organization has been identified, the authorities will continuously monitor natural gas supply to meet the needs of the Transnistrian region. In addition, by December 1, 2026, a set of measures must be developed to manage potential disruptions in natural gas supplies to the region.
All these measures are part of the Action Plan to prepare for the 2026–2027 heating season and are aimed at ensuring the stable operation of the natural gas sector, reducing risks, and guaranteeing a reliable supply to consumers during the cold season. The document is scheduled to be reviewed by the government.
