The company positions this initiative as a strategic investment in the region and as one of the largest fully Romanian investments in the Republic of Moldova.

The investment project worth more than 20 million euros is aimed at developing pharmaceutical infrastructure, applied research and technological innovation in Moldova.

It includes the construction of a new production facility, the development of a biomedical innovation cluster and the creation of a modern research infrastructure, including shared laboratories built in collaboration with local universities and international partners. The project will also integrate renewable energy solutions and storage systems to support a sustainable industrial platform.

The project is also developing training and skills development programs tailored to the pharmaceutical and biomedical sectors through collaboration with national and international educational institutions.

European Commissioner for Enlargement and Neighborhood Policy Marta Kos, who was present at the conference, addressed the company and said: “Balkan Pharmaceuticals – you already employ over 400 people in Moldova and now you are expanding your activities. This is a strong vote of confidence in the country’s potential”.

The initiative emerged from a technical dialogue with the European Commission through the Directorate General for Enlargement and Eastern Neighborhood (DG ENEST). Between February and June 2026, experts held several technical meetings, analyzed the investment concept and made a study visit to the company’s plant.

The process ended at the conference with the signing of a Letter of Intent between the European Commission (through DG ENEST) and Balkan Pharmaceuticals on cooperation in the development of the biopharmaceutical sector in Moldova.

European representatives state that the project is in line with the EU Economic Growth Plan for Moldova and supports economic competitiveness, research, innovation and human capital development.

The presentation emphasizes the growing role of the pharmaceutical sector in Moldova’s economic transformation and shows how private investment, combined with partnership with the EU and European integration, contributes to a more competitive and innovative economy.
