The government on Wednesday amended Decree 2021 on the organization and functioning of the Ministry of Education and Research, adding two new institutions to the list of subordinate bodies.

In addition to the Agency for Inter-Ethnic Relations, the National Agency for Research and Development also became subordinate to the ministry.

Until now, the list of subordinate administrative bodies included only three agencies: the National Agency for Quality Assurance in Education and Research, the National Agency for Curriculum and Assessment, and the National Agency for Youth Programs and Activities.

Earlier, the former director of the Agency for Interethnic Relations, Yelena Belyakova, called the project of transferring the agency to the Ministry of Education and Research alarming, as the status of the agency is being downgraded. And she promised to closely monitor what will happen after the reorganization.

UPDATE 25.02.2026

At the cabinet meeting on February 25, Vyacheslav Ryabchinsky was reappointed as director of the Agency for Interethnic Relations.

“Mr. Ryabchinsky held this position previously and performed very well. This is more of a formal change, given that the agency has been transferred from the government to the Ministry of Education and Enlightenment,” noted Minister Dan Perciun.
