Moldova expects to attract more than 1.8 billion lei for cultural development

Moldova's culture and cultural heritage sector faces deep structural problems caused by deteriorated infrastructure and chronic underfunding, which significantly limits citizens' access to quality cultural services. To overcome these problems, investments of over 1.85 billion lei are required.

According to the Ministry of Culture, 365 of the 1183 operating houses of culture are in need of major repairs, more than 40 are in a state of disrepair, and more than a third of the 286 museum buildings also require urgent repairs.

The network of libraries decreased from 1,326 in 2019 to 1,285 in 2024, the infrastructure of theaters and concert organizations remained almost unchanged – 17 theaters and 5 profile organizations at the national level.

Of the more than 1.6 million cultural objects in museum collections, a significant proportion is damaged or improperly stored.

The picture is complemented by a structural deficit of qualified personnel, which in rural areas is aggravated by uncompetitive salaries, ageing staff and the low attractiveness of cultural professions for young people.

To revitalize this area, the Government is preparing to launch the National Strategy for Culture and Cultural Heritage 2025-2035, which aims to strengthen the role of culture in sustainable development and modernize the public administration system.

The key priorities of the strategy will be to increase physical and digital access to cultural goods, rehabilitate infrastructure and stimulate local initiatives. The total cost of the program’s implementation is estimated at 1.85 billion lei, which is planned to be attracted both from the state budget and from external investments. At present, the financing deficit is about 1.22 billion lei, which emphasizes the need to actively attract foreign resources.
