Moldova to Tighten Controls on Vehicles and Auto Parts

The Parliament of the Republic of Moldova has approved, in the first reading, a bill that introduces a mandatory approval procedure and market surveillance for road vehicles, auto parts, and equipment prior to their release onto the market.

The document was drafted by the Ministry of Infrastructure and Regional Development and presented to Parliament by State Secretary Nicolai Mîndra. According to him, the draft aims to bring national legislation into line with European Union standards and the country’s international obligations. Its main goal is to improve road safety, eliminate the circulation of substandard products, and strengthen oversight of the technical condition of vehicles.

The new rules will apply to passenger cars, commercial vehicles, trailers, motorcycles, three-wheeled vehicles, and ATVs, as well as to components, parts, and equipment used in their operation and repair.

The bill provides for two types of approval

Individual approval will apply to each new, used, or converted vehicle separately. It includes verification of documents, identification and certification markings, as well as the necessary technical tests. The procedure may be conducted by both specialized technical centers and authorized units of the Agency for Public Services (ASP).

Vehicle type approval is intended for new vehicles imported into or modified in Moldova. It involves a documentary review to verify that vehicles comply with established technical requirements before they are placed on the market and registered.

At the same time, a national approval registry will be created, integrated with other government information systems. This will ensure the traceability of each vehicle and strengthen government oversight.

A separate section of the law is devoted to auto parts and equipment. Uniform technical requirements will be introduced for these items, and the sale of parts that do not meet the established standards will be prohibited. The new rules will also affect the market for auto parts and after-sales service.

If the law is finally adopted, it will take effect on January 1, 2029, giving government agencies and market participants time to prepare for the new requirements.

According to statistics, there are about 1.16 million vehicles registered in Moldova, of which more than 834,000 are passenger cars, including taxis. The new law will affect virtually the entire automotive market in the country.
