Negotiations on the release of Ukrainian-Greek drones have reached an impasse. Why?

Greece does not agree to Ukraine's terms on the joint use of maritime drones, products of a potential co-production. Greece is concerned that Ukraine insists on having a "say" on how these drones the Greek side of the production tandem plans to use.

That is, the “latent inconvenience” is the strained relations between Greece and Turkey, Euractiv reported.

In November 2025, Ukraine and Greece signed an agreement to jointly produce unmanned surface vessels. The plan is to utilize Ukrainian marine drone technology, and production is to take place through a mixed industrial structure in which Greek shipyards will play a leading role.

For Ukraine, the deployment of these drones in the Black Sea is a strategically important step in the fight against the Russian navy. At the same time, Greece sees them as an important advantage in the Aegean Sea, where it has a long-running dispute with Turkey (which first developed its maritime drone in 2021), the publication writes.

According to Greek media, Kiev has made a demand for the right to grant authorization for the use of maritime drones by the Greek armed forces in case of war.

Negotiations between the two countries have actually reached an impasse, Euractiv adds, as Greece believes that Ukraine seeks to maintain a balance in relations with Turkey, which it still sees as a mediator in talks with Moscow. However, Ukraine did not recognize this during the talks, Greek media noted.

In November 2025, Ukrainian President Volodymyr Zelensky visited Greece, where he signed an agreement between Naftohaz Ukrayiny and Greek state-owned DEPA Commercial on natural gas supplies to Ukraine. In addition, as Kathimerini reported, a confidential agreement was signed to set up a new production line at Greek shipyards. These shipyards will produce uncrewed boats, which will be supplied to both the Ukrainian and Greek armed forces. The publication said that Greece was seeking to catch up with Turkey in the development of maritime drones.
