Banks’ income tax will increase by 50%

During a press conference today, Moldovan Prime Minister Vasile Tofan confirmed that the new fiscal and tax policy framework includes an increase in the income tax rate for banks from the base rate of 12% to 18%.

As a reminder, this proposal was not included in the previous draft prepared by Alexandru Munteanu’s government, which drew a great deal of criticism.

The prime minister emphasized that this measure, which increases the rate by 50%, will be temporary and will apply only within the framework of the 2027 budget and tax policy. This step is not directed against the financial sector but is an act of solidarity with society, which is in need of funds.

At the same time, Vasile Tofan promised that the authorities would ensure this increase does not affect the financing of the economy and does not result in higher fees or additional charges for customers.

A Note from Mariana Durleșteanu

As Logos Press previously reported, Mariana Durleșteanu, Moldova’s former finance minister and ex-ambassador to the United Kingdom, recently appealed to the new Prime Minister Vasile Tofan with a proposal to raise the salaries of teachers and doctors. A solution could be found “in the context of financial solidarity,” she noted, by introducing a special 2% tax on the turnover of commercial banks in Moldova. A similar tax was introduced in Romania at a rate of 4%.

“Today, banks are taxed under the general regime—the income tax. This revenue comes from VMS purchases and fees charged to customers, minus lending to the business sector,” Durleștianu wrote on social media. She emphasized: “Here is a solution instead of raising the VAT on gas and medicines, which would affect the cost of living.”
