Thus, the list of state institutions that, at the political level, make decisions on matters of national defense and military security, as well as on the command and control of the Armed Forces and the national defense system, the “Supreme Defense Council” will be replaced by the “National Security Council.” This list also includes Parliament, the President of the Republic of Moldova, the Government, and the Ministry of Defense.
The bill also provides for the institutionalization of the General Staff of Defense as a separate central body with clearly defined powers. According to the authors, the proposed changes are necessary to modernize and improve the efficiency of the military command system, as well as to bring legislation into line with international standards for the organization of national defense.
In addition, there are plans to update the names and composition of certain government bodies, including the Draft Board.
As Logos Press previously reported, the bill also provides for changes to the criteria for medical examinations of conscripts and a revision of the procedure for determining fitness for military service.
The bill has been submitted for public consultation. Well-founded proposals and recommendations may be submitted to the Parliamentary Committee on National Security, Defense, and Public Order by September 7, 2026.
