The draft bill, drawn up by the Ministry of Energy, amends Law No. 10/2016 on the promotion of energy from renewable sources.

The term ‘importers of basic petroleum products’ has been removed from the law and replaced with ‘obligated undertaking’. This is a company holding an ANRE licence for the import and wholesale trade of petrol and diesel fuel, which, in the two years preceding the reporting year, placed fuel on the wholesale market in quantities exceeding the equivalent of 1,000 GJ. This threshold covers virtually all active market participants.

Each obligated undertaking will be required to supply the market with mineral fuel blended with a specified quantity of biofuel. ANRE will calculate the individual obligation for each importer. The agency will also set an annual target quota for renewable energy in transport for each year up to 2030.

Where to source biofuel

Bioethanol is already produced in Moldova, but most of it is exported. The mandatory quota and certification scheme will ensure there are buyers for this type of fuel on the domestic market.

Attempts to produce biodiesel (for example, in Porumbeni) have so far been unsuccessful. Locally produced biodiesel quickly ‘ruined’ engines. It appears that this product will have to be imported for the time being.
