Moldova government prepares privatization of state assets and bank stake

Moldovan government prepares big sale of state property

The state's minority stake in JSC "Banca Comercială Moldindconbank" may be offered for sale on the regulated market.

According to the draft governmental decision, the sale of the state stake in Moldindconbank on the regulated market is justified by the minority nature of the stake, which does not give the state control or significant influence on the bank’s activity. The information document notes that this method will ensure transparency, liquidity and the formation of a fair market price.

The privatization of the state’s minority stake in Limi-Impex is planned in the same way.

At the same time, the government proposes to auction the state stake in Metrompas. According to the presented arguments, the state stake is minority, and the auction will allow to capitalize the asset quickly and efficiently, without imposing additional investment obligations.

The project also aims at privatizing important state-owned enterprises. For example, the Chisinau Glass Factory will be privatized through an investment tender. The authorities claim that the enterprise is one of the main producers of glass packaging in Moldova, occupying about 30% of the domestic market and exporting its products to more than 30 countries. At the same time, the degree of depreciation of the assets has reached about 81%, which will require significant investments in modernization and development. By organizing an investment tender, the state intends to attract an investor that will ensure technological modernization, increase energy efficiency and maintain the profile of the enterprise.

The state enterprise Hotel Zarea will also be privatized by auction. The information document states that the enterprise operates in a competitive sector and does not meet the state policy objectives. The authorities note that although the hotel market has grown significantly after 2021, the hotel’s market share has been steadily declining and profitability is well below the market average. At the same time, the ultra-central location of the property offers it high potential.

The Government also proposes to privatize by auction the state-owned enterprise “Publishing and Printing Enterprise “Știința” and the state-owned enterprise “Editura Didactică de Stat Lumina”. According to the project, both enterprises operate in a sector dominated by private operators and have low competitiveness in the market.

The document also provides for the inclusion in the list of assets to be privatized of the experimental chemical company Izomer, which has not carried out production activities for the last three years and has no realistic prospect of returning to state ownership.

The authors of the draft law mention that the proposed amendments are also meant to fulfill the budgetary target for 2026, estimated at 700 million lei.
