
Technical consultations are being held on two sets of measures.
The initiative aims to simplify the regulatory framework applicable to the business environment by revising approximately 100 regulatory acts and more than 180 licensing acts.
During these consultations, 10 technical meetings were held, attended by representatives from the ministries of culture, health, agriculture and the food industry, infrastructure and regional development, the environment, finance, justice, interior, and energy, as well as government agencies subordinate to or responsible for the relevant areas.
Which Types of Activities Will Be Reviewed
During the consultations, proposed changes were discussed in several regulatory areas, including:
– labor relations regulation;
– protection of cultural heritage;
– environmental impact assessment;
– industrial wastewater management;
– implementation of extended producer responsibility;
– diversification of rural tourism offerings;
– streamlining commercial fishing;
– access to the fertilizer market;
– production of and access to pharmaceuticals and related services;
– bringing relevant medical devices to market;
– streamlining clinical trials;
– reform of licensing regulations.
The Ministry of Economic Development and Digitalization, in cooperation with the Secretariat of the Economic Council under the Prime Minister and with the support of development partners, has launched two deregulation packages: a draft amendment to laws and a draft amendment to government resolutions, registered under the unique numbers 683/MDED/2026 and 684/MDED/2026.
The drafts aim to amend 71 laws and 29 government decisions. At the same time, it is proposed to eliminate or convert approximately 80 permit requirements into notification requirements, and to review approximately 180 other “hidden” permit requirements not included in the list under Law No. 160/2011. If they are not justified, the relevant acts will lose their authorizing nature effective January 1, 2027.
