
Financial assistance will be provided through grants; direct budgetary support to partner States; and voluntary contributions to international organizations.
The program will be financed from the state budget within the limits of the Medium Term Budgetary Framework and annual government allocations. Specific amounts of expenditures will be determined after approval of the Regulations and development of the first multi-year program for the period 2027-2030.
The Regulations enshrine the role of the Ministry of Foreign Affairs as coordinator. Its tasks include the development, implementation and coordination of international assistance programs in cooperation with other state structures. Taking into account that the specialized division of the Ministry of Foreign Affairs today has only 4 employees, it is envisaged to expand the staff. It is planned to introduce an additional advisor position with an annual salary of about 400,000 lei.
It is noted that the elaboration of the Regulation is based on the experience of Romania, Estonia and Poland, which have already passed the way of creating their own international assistance systems.
The document is directly linked to Moldova’s European integration process and the EU’s requirements for the formation of a full-fledged foreign assistance policy. Moldova will receive the status of ODA donor upon accession to the EU.
It should be noted that the Organization for Economic Cooperation and Development recently published preliminary data on official development assistance for 2025. Last year, 17 EU countries reduced ODA volumes. Since 2024, EU member states’ contributions have fallen by 9.9%. And the decline is accelerating.
According to the organization’s press release, to help reduce poverty and inequality, the EU should direct more ODA to sectors such as health, education and social protection.
