
The group’s goal is to modernize the existing mechanism and strengthen the disability assessment system, which is based on both medical diagnosis and the patient’s level of self-care, mobility, communication, vocational functioning, and education.
The group will review the regulatory and methodological framework and propose measures to improve it, including revising the criteria for determining disability and standardizing the medical component of the assessment.
A separate priority will be the revision of Medical Form No. 088/e and the digitization of its processing, so that the information necessary for determining disability can be transmitted electronically. At the same time, solutions will be developed to ensure the effective exchange of data and interoperability among the information systems of the involved agencies.
In this context, the agencies aim to reduce the volume of paper-based document flow between institutions and ensure that assessments accurately reflect each individual’s actual situation.
In Moldova, the National Council for the Determination of Disability and Work Capacity is responsible for establishing disability status. The commission conducts a medical and social assessment: it reviews medical records and evaluates how the condition affects a person’s ability to care for themselves, move about, work, and participate in social life. Based on this analysis, a decision is made regarding the degree of disability.
