According to Dumitru Socolan, Secretary General of the Ministry of Foreign Affairs, the agreement aims to establish the necessary legal framework for the exchange and protection of classified information between the parties. At the same time, it serves as a legal instrument designed to ensure the implementation of the Security Agreement between the Government of the Republic of Moldova and NATO, signed in 1994, reports rfi.fr.

The purpose of the agreement is to establish common standards for the protection of classified information, regulate the responsibilities of the competent authorities, create mechanisms for accessing and exchanging classified information, regulate the procedure for transferring classified information, investigate security incidents, and foster cooperation between government agencies. The document will not entail any financial obligations or additional expenses, stated Dumitru Socolan, Secretary General of the Ministry of Foreign Affairs.
