Moreover, while the authorities reduced the number of ministries from 16 to 9 between 2016 and 2020, the number of ministries has reached 14 as of 2023, accompanied by a gradual increase in the number of agencies. This is occurring simultaneously with initiatives to reduce the number of local government bodies through mergers.
According to a lawyer, a statutory merger must be confirmed by a national referendum to ensure public consensus.
Furthermore, when creating new municipal entities, a local referendum must be held, given that territorial boundaries are changing and citizens’ fundamental right to elect their local authorities is being restricted.
