Mihai Lupășcu, Director of the Cybersecurity Agency of the Republic of Moldova (ASC), explained in an exclusive interview with Betanews.ro how the country managed to achieve such an impressive result.
“The strengthening of national cybersecurity capabilities was achieved with the support of strategic partners, including: – the European Union: through technical assistance projects, harmonization of legislation with the acquis communautaire, and financial support for institutional capacity building; Romania: through interagency cooperation, the exchange of experience, and technical expertise; NATO: through resilience-building programs and participation in cybersecurity exercises; the e-Government Academy and other European partners, including CERT/CSIRT networks from EU member states, through the exchange of best practices, training, and operational cooperation. “This support was provided through legislative expertise, the transfer of know-how, training of specialists, technical equipment, and the integration of the Republic of Moldova into regional cooperation and early warning mechanisms,” said Mihai Lupășcu.
In particular, the adoption of Law No. 48/2023 on cybersecurity has yielded positive results, bringing the national framework into line with European standards, including the requirements of the National Information Security (NIS) Directive.
Significant progress has also been made through the establishment and launch of the Cybersecurity Agency, which is responsible for implementing national policy in this area, developing national incident response capabilities by strengthening CERT/CSIRT-type structures, and developing policies, methodologies, and minimum security requirements for providers of essential services.
In recent years, investments have been directed both toward developing technical infrastructure (monitoring, detection, and incident response) and toward strengthening human resources through specialized training programs, national and international exercises simulating cyber incidents, as well as externally funded projects aimed at enhancing the resilience of government agencies.
Looking ahead, the Republic of Moldova is ready to share its experience in the field of cybersecurity with its European partners and hopes that this will help accelerate the EU accession process over the next three years, Lupășcu said.
